I don't think you can place a jog in a diametral dimension. Every time I have tried Creo gives me the error message "functionality is not available on the selected item". For items like this i just create a leader note that references a diameter parameter in my model. Its not the easiest way, but using the parameter insures the note updates with the size of my part.
